Can I play the game by adding images directly after I create the game instead of putting images in it?

Is it possible for the user to put an image after playing a game made with Unity? I'm trying to make a puzzle game, but there was an opinion that it would be better to play with your own picture, not the picture you put in beforehand.

Play a game -> Insert Image -> Float Image

We need this kind of operation.
