I want to make a search engine, is a dictionary the right choice?

Hi, I'm trying to create a sort of search engine and I want it to search based on tags. So if an item has one or more of the searched tags it will show up in the search results. The only way I can think to do this is by having a dictionary which stores a file name as a key and a list of strings(tags) as a value.

What I really want to know is if there's a better means of searching and particularly if this is too much for a dictionary to handle. I mean, I expect to be storing tens of thousands of searchable items so I don't know if that's too much for a single dictionary.
