Unity Core First Person camera lagging when not moving

I am trying to use the First Person Core preconfigured controller that ships with newer unity versions. The first person works fine when I am moving and I can look around fine but when I stop moving and try to look around the camera stutters or lags. Is there some setting that is causing this or am I better off just starting from scratch with my own character controller. Would like to know since I need to plan a lesson for students and need a decent simple First person template.
