UI Buttons Not Working in Dual Screen Setup

I have my project set up to display on two monitors like you see here. The odd thing is that I can't click my buttons in the top screen (Display 1) But if I click in (Display 2) it clicks through to my buttons in (Display 1) My guess is I have something I'm doing wrong in the inspector but not sure what? Has anyone had this issue and has been able to fix it?

NOTE: A few days ago I was magically able to click my buttons in my main screen (Top Display 1) but then not able to press buttons in the (Bottom Display 2)?? WTF??

Now again for no apparent reason I can see it's doing it in reverse where I can't click the buttons in display 1 but I can click them (On display one) by clicking in (Display 2)!!
