UI Toggles not working on start scene

Hello. I am currently creating a game that has certain settings that are controlled by toggles. Recently, I have been experiencing an issue in the Unity editor in which the toggles do not send onValueChanged whenever I enter Play Mode with that Main Menu open. When I enter Play Mode with the Main Menu scene open, the toggles are interactable but they do not send onValueChanged. If I enter Play Mode with the Main Menu open, enter another scene, and then go back to the main menu, everything works. Additionally, if I enter Play Mode with another scene open and then go to the main menu, everything works. It only breaks when I enter Play Mode with the Main Menu open. I've tested this in different scenes, whenever I enter Play Mode inside a scene, toggles don't send onValueChanged unless I change scenes. Everything used to work but I'm not sure what I did wrong.
