failed to resolve project template

no matter what i do, uninstall, run CCleaner, resinstall, i get this every time i try to create a project, 2D, 3D doesnt matter

GPU: Graphics card with DX10 (shader model 4.0) capabilities.

is the min requirements, would a onboard intel with 16 gigs ram be ok? or does it need separate video card?
