Decals only appear on materials that have been selected in the editor

I've been having an issue where my decals are only appearing on materials that have been highlighted in the inspector, once they have been highlighted decals display normally until I restart the game.

This issue persists into the built version but since there is no inspector there are effectively no decals.

Any help is appreciated. I'm really stumped on this one. Unity version 2021.1.12f1 HDRP 11.0.0

I have also learned that if I right click the material asset and click reset it will also reset allowing the decals to be displayed on the material even when the material is completely default and no changes have been made.
