How do i stop a rotation constraint from flipping around.

I have an object that I want to only copy the local rotation of One axis (The horizontal axis) on another object, but anytime I try, if I rotate the parent object on the Y axis, when it hits 0 or 180, it completely flips over, despite the horizontal axis being the same. I need to know how to do this WITHOUT SCRIPTS. as this is for VRChat, and they don't let you use custom ones.
