Target SDK is greyed out in Build settings,Target SDK in Build Settings is greyed out when Windows SDK 10 is installed

I have Windows 10 SDK 10.0.19041.0 downloaded via Visual Studio Community 2019 16.11.10. However I am getting the error that "Could not find any supported UWP SDK installations"...,Hi! I'm having trouble building a MRTK project in Unity because in build settings it's telling me that they can't find any supported UWP SDK installations. I have downloaded version 10.0.19041.0 in Visual Studio Code 16.11.10 (ran as administrator as well)
