Unity hdrp in game settings

Hi is it possible to change hdrp settings for any pc. Like the settings screen from other games. (sampling-texture quality etc etc. Sure I got sampling from camera and textures from quality setting but where are the other settings for end user) I got this Link but how can I say hdrp pipeline files have seperate settings. For example a hdrp file has lighting quality setting but it has got low-medium-high categories. I'm little bit confused. How can I tell the hdrp pipeline this is for low or high I need a guide for this.
