Texture visual glitches but only on some computers

I'm trying to track down an issue someone is having in my game with the textures. This doesn't happen to everyone and I can only recreate it on a very low end laptop. The user has an RTX 2060.

The only leads I have are that with guns it only happens on some of the guns. And for the the picture that looks like a unicorn barfed all over it: that's the only scene where this happens.

I thought it might be some issue with the 4gb resource limit but then wouldn't all computers be getting hit with this?
