why the slider does not appear in correct place in the game view ?

firstly, what I am trying to do is create a health bar for each building in the game, I have already enabled the UI elements from the layers drop-down menu in the right upper corner, and I am working with unity 5.4.2

this note is related to the attached photo

• the helth-bar inside the scene view (region 1) must appear in the game view (region 2), but it appears in region 3 instead.
