"moveable" first person controller

Hello my good chap and chapettes!

I'm looking to make a godsim and I need a moveable first person controller. What I mean by that is I'm going to have a bunch of minions running around and the player can take control of any creature going into first person and then back out to a overhead view of the world where the creatures are iconified.

In first person view the player should have full control of that model/movement mouselook fps shooter style and if the creature gets killed or the player wants to return on overhead view mode all of those scripts need to turn off.

In overhead view the player can view the minions "character sheet", perform miracles (cast spells), look at the planet using a cursor to move it around, but all the FPS stuff needs to be turned off.

Would it be easier to make an on/off moveable FPS controller or just use two scenes for each view?
