Unity shader

Can anyone give me any tips on how I could achieve a look similar to sim city? Something like the image : http://i.imgur.com/MhXEkzZ.jpg . I don't have a lot of experience with shaderlab, other then putting in some normal maps and modifying the way light affects my textures, but from what I figure, I'd have to emphasise any R in colors, and lower G and B, though I'm not sure how I'd achieve the white. If anyone has either an example, or ideas, they're welcome.
