Canvas Scaler does the exact opposite of what I think it would

I have a Canvas Scaler but when I change the resolution to for instance an iPhone, my interface falls off the screen (in Match Width or Height mode).

When I then change the mode, if I set it to Expand it fits but if I set it to Shrink it still falls off. This is exactly the opposite behaviour of what I was expecting. Is this normal?
