How to make "Standart assets" available from the Editor?
As you can see on the screenshot my list of assets is empty from the beginning. How can I add standart assets here to be available like it should be?

Using Unity Installer, you have to select Standard Assets from the checkbox list. If you don't download Standard Assets, you won't be able to import them.
Alternatively, you can download Standard Assets directly from here: https://netstorage.unity3d.com/unity/fc1d3344e6ea/WindowsStandardAssetsInstaller/UnityStandardAssetsSetup-2017.3.1f1.exe

Download and install.
I downloaded standart assets installer separately for my unity version (thanks for the link), but it didn't help. Still this dialog window is empty. Looks like something is wrong with my Unity and i doubt your answer should work. So i'll try to delete and reinstall my Unity in general.
If you are going to re-install, do not install separately. Install all necessary packages from the installer.
The issue about it not working, can be that the versions are different. Please make sure versions are correct.
