How to setup multiple costs for Navigation in Terrains

I'm trying to create a terrain that's grass with a stone road on it. I'd want the movement cost, for navigation by the agents, to be different on both. Can't I do that with a single terrain, or do I need to have multiple terrains with different costs, etc.

Can anyone point me in the right direction please?
