custom virtual keyboard for PC app

I am talking about a REAL virtual keyboard that simulate a keyboard in windows system. I want to make multi-touch PC app to type Chinese.

I try this plugin: https://inputsimulator.codeplex.com/

but windows switchs to English mode when i touch anything
