3rd Person Parkour?
Hey, I'm trying to make a game that has parkour elements. But the problem lies that I don't know how to start developing a system for it, and I haven't seen tutorials of or video proof of anyone else making a third person parkour game. If anyone could give me tips on what the first things are to do that'd be fantastic. But I guess you could say this could be asking what to do to start making parkour elements in general.

Not the place to ask such an open-ended question; you could try the forums. Pushing it through moderation since the title might draw some other folks who've been asking such things at UA regardless.
I would not expect any such system to be simple in any way. Not knowing where to start suggests that you lack the prerequisite skills in programming and animation, which, depending on your current skills, dedication, and the specific features and level of quality you desire for your project, will take months or years to develop.
Something as complex as what's witnessed in the Assassin's Creed franchise for instance involved dozens of already-experienced developers with specialized skillsets working for tens of thousands of man-hours. ( And it's still wonky as all get out. x3 )
Not to sound discouraging, of course, but picking a methodology to achieve an animation system more complicated than running, jumping, and crouching is an extraordinarily deep topic. There's bound to be articles and papers on such systems if you're determined to pursue it.
Start by learning how to animate a simple bipedal character that can run, jump, and crouch. Depending on your current level of familiarity, that should occupy your attention while you research the more complex stuff on a theoretical basis.
