How to have a state that transitions back to "any state"

I want to make a layer that contains a set of unique animations for holding an object. It has a body mask on the right arm. If a bool is set, then I want the arm to move to a new position. However, when the bool is not set, I don't want any of these animations to be used. Is there a way to tell the animations in this layer to move back to a lower state?

I think I figured it out. In the mecanim tutorial, they create an empty state on the second layer for waving the hand. That state won't do anything, and that is what I wanted to have the ability to do in my item layer.
