Why are default ads unskippable after rewarded ad has been watched?

I've searched the Internet, Unity Forum, and Unity Answers for an answer to this question, but without success.

It seems that after launching one default ad after one rewarded ad, the default ad becomes unskippable for some reason. It takes one, sometimes two, launches of default ad for the "You can skip this video..." to show up. Is it supposed to work that way or am I missing something?

I'm using Unity 4.6.5 (basic) with UnityAds 1.3.3. This can be easily reproduced in a project you get after following 10-Step Integration Guide for Unity Ads in Unity by unity-nikkolai. Just launch the rewared ad and then the default one. The default becomes unskippable.
