Target API level meaning ?

so currently
min API level on my app is 19(kit kat)
and Target API level is "highest installed"
google play says my app is only supported in 14000 devices
so is 14000 shows total number of oreo devices ? because target api is highest installed? and lolipop and marshmallow can also download my app
or 14000 actually represent total number of devices across all android versions from kitkat to oreo, that can download my app ?
