How can i create in unity3d or blender a eyeball camera for a drone ?
I can't find any tutorial either in unity3d or blender. I want to add to my drone in the bottom a camera that will rotate 360 degrees and then i will use the unity3d camera to look through it. But how can i model the camera first ?

If you are talking about a 3D model of a camera you will need to learn how to model it yourself or find one already made that fits your needs. You can try https://www.turbosquid.com/ , https://archive3d.net/ or any other 3D models website.
If you are talking about how to model that camera, I would suggest modeling the fixed part of the camera, then you create the moving part of the camera like a sphere and put it as a child of your camera so that it follows its rotation. I'm thinking something like this http://www.dronesglobe.com/wp-content/uploads/2017/04/yuneec-q500_web-2.jpg
I used a capsule already and added the camera as child of it. And attached to it a 360 degrees camera look script with the mouse. And a script to switch between the main camera and this camera.
Working nice.
Now i want to model a 3D camera. Or maybe only to add some kind of eye to the capsule so the eye will rotate with the camera. Something like a webcam style. I guess i will have to go back to blender and try to figure it out :)

Another useful site is blendswap, there's a lot of free stuff (you do need a free account as they limit how many bytes you can download per month iirc) and be careful to check licenses and fan art incase they are not compatible with your end goal: https://www.blendswap.com/blends/search?keywords=drone&is_fan_art=1&blend_license=&render_engine=&sort=downloads&direction=desc
