Baking lights increases scene brightness.
After baking the lights, the scene becomes a lot brighter, I want to keep the same brightness of the unbaked lighting

Likely your indirect intensity and bounce boost are set too high. Check both your lighting panel's settings and your lamps settings (the three circled settings only affect the baked results). Another potential culprit is that your reflection probes often have no light until they are baked:

I tried setting bounce intensity and all that to the $$anonymous$$imum, including the lamps/lights etc present in the scene. Still all becomes brighter
(I forgot, the baked GI is actually CHEC$$anonymous$$ED, ignore the unchecked in the pic)
Any remaining brightness is probably just your reflection probes. Try disabling them and see what happens. BTW I think your second image looks much better than your first.
