Can I publish assets (plugin) with two licenses (commercial/ Non commercial) on UAS?

Hi there,
We built a 3D interaction plugin for unity package, a project that we have been working on for a while now, and finally ready to share it with other developers on unity for free. we have invested endless hours to have our plugin ready therefore we would like to publish it with a non-commercial license for developers, this way we can share it with Unity community as well as having a safety nest for us. However, we want to know how can we ensure the plugin is not being used for commercial use, or is there another way for licensing to have two different licenses on the unity assets store?
