check if ip is on server

hi, i'm trying to implement a server browser into my project and i have a few questions:

if someone was to initialize a server and the register it to a master server, would it be possible to connect directly to the server without the master server (using ip?)?

is there a way to check if a certain ip is on a certain server in game?
