How can I make a tool bar show in the game view window using editor scripting?

I have been able to show a tool bar in the scene view but I can't figure out how to make it in the game view. Here is a screen shot to show what i'm talking about:

I don't even know if it is possible but I don't see why it wouldn't be. Any help is greatly appreciated.
