Unity Analytics Optimization cannot be turned on

Im trying to turn on Unity Analytics Optimization but:

"Unity Analytics Optimization cannot be turned on if your users are under the age of 13 or your app participates in App store compliance programs. Only your Organization owner can adjust these settings."

My game is on google play, PEGI 3, but targeted over 13 (this is on google play console)
