How does the Unity editor import raw
I cannot load raw as a Texture2D - how does unity handle .raw files in the editor? How would I go about figuring that out?

So I used ILSpy to open UnityEditor.dll and found the method the editor uses:
UnityEditor.ImportRawHeightmap -> ReadRaw
Hopefully I can adapt this for use at runtime..

As far as I know, Unity does not support using .raw files as textures. Not sure if you are referring to "Raw Image" from Unity 4.6 UI, which neither has relation with .raw files.
Well the editor can import .raw files as heightmaps, so I'm looking for an answer as to how I can either turn the .raw directly in to a float[,] or a texture, which is the current pipeline that people use.
