are you sure the server can be connected to?

i am trying to make multiplayer poker game .. after watching some tutorial i wrote the code attached but it always give me that error: "The connection request to (my IP address) failed , are you sure the server can be connected to?". is that related to the laptop or the code and how to fix it?
