Dynamic Batching Vert Limit

I understand there are some vertex restrictions with dynamic batching.

Is the vert limit on the individual meshes that get batched or what the vert count would be after the batch happens?

Currently I have an issue where in an empty scene with one instance of a prefab with several children with the same material the mesh is being batched.

In this case though I have 1584 verts in total between the objects that get batched. This is over the limit of 900 (or less in some cases).

However when I have multiple instances of the same prefab in a different scene I get NO batches whatsoever. As a result I go from ~2 draw calls to about 80.

Here's a cap of the objects that get batched/not batched and their respective count of vertices. They're all blocks of 88 verts each.

They are all using the same material which uses the mobile/diffuse shader.

I've looked through quite a few different answers on here and I seem to have all the checkboxes ticked for dynamic batching: Vert Count < 180, Same material, Same texture... things just aren't batching!
