How to add Hit Stop Frames?

What is the best way to pause for a moment, when for example your attack connects with an enemy.

I've tried using Time.timeScale = 0.0 and then calling a function when I want everything to start back up again, but it stops even that call :/ I also tried making the timeScale like 0.001 but it isn't quite right, and am wondering the best way to go about this.

My current project has most everything in FixedUpdate, so maybe there might be someway to temporary pause there with fixedTimeStep or something? But then that might mess with the physics...

I'm at a loss and could really use some help,
