Unity does not responding on almost any action

I installed Unity, first it worked fine. Then I closed the project and tried to open it again, Unity stops responding to my actions: the half of the top menu does not work, and the project has not react to my actions almost completely: the camera does not rotate, Project window does not respond to clicks on the folder, etc. When I minimize the Unity and maximize it, a black screen appears instead of the project. I tried to reboot PC, create another project, reinstal Unity, instal another version, but the problem persists
