Can Photon networking be used outside USA or Europe?
I'm wondering if it is possible to implement a Photon Networking system on my game outside the United States and Europe, and if I would be able to fully enjoy it and play on the servers from different regions like South America. That's my question. Thank you very much.

Based off this URL: http://doc.exitgames.com/en/realtime/current/reference/regions
The supported regions are:
US (East Coast): app-us.exitgamescloud.com
EU (Amsterdam): app-eu.exitgamescloud.com
Asia (Singapore): app-asia.exitgamescloud.com
Japan (Tokyo): app-jp.exitgamescloud.com
I'm sure they will only setup server farms were there is a need.
So the short answer is Yes. You can deploy a photon network in any country in the world.
Us users down under are used to high latency. So your not going to be giving anyone anything abnormal just by not having a server in their country.
But if you are building a app for a specific geography you probably want to consider a local server. Users are happy enough with lag connecting across the world. Not when they are trying to get through to the local coffee store.
