How can a button be highlighted but not trigger on click event when submit button is pressed?

I'm using the new gui system in Unity 4.6 with a controller and I have a button that is highlighted but when I press the submit button the button does not trigger an on click event. If I move a analog stick a little then press the submit button then the button can be triggered but there seems to have to be some extra input before the button will accept pressing the submit button while it is highlighted. Any idea how I can fix this?
