You can find a list of built in image effect scripts here: http://docs.unity3d.com/Documentation/Components/comp-ImageEffects.html

If you can't find an effect that does what you want it to do, check the Asset Store if anyone have made what you want: http://unity3d.com/asset-store/

If you still can't find what you are looking for, you can search our community or the web - or create your own effect. If you need help creating your own effect then you probably would need to figure out first what you want your effect to do.

Do you need to create shaders to make the effect?
Then start looking at the shader reference and ask specific questions about the problems you are facing if you get stuck.

Do you need to create procedural meshes to make the effect?
Then start looking at the mesh reference and again, ask specific questions about any problems that arise if you get stuck.

And so on. If you are unsure about what you need to learn in order to make your effect, then that is a good question to ask as well, but you'd have to tell us what you want the effect to look like because everyone has their own idea of what a "zoom effect" looks like.

Good luck, and I hope I covered a little ground for you to continue your quest. :)
