How can I recreate the filled Ultimate Meter in Overwatch?

I think it is really neat effect and being able to make something like it would help me to make better UI for my projects. Is it particles? An Animation? I would like to know.

It looks like a combination of particles and animation. Some light effects, halo, and even a cloud inside. Experiment with different combinations, you may not get the exact result but you might get something better.
This is probably just an animated sprite. No need to use particles, lights,...
Or do a lot of copy and paste. Use Spriter if you want to go the sprites route
Interesting. What is the best way to get a particle effect to work with UI? I remember before having problems getting objects to sit correctly over UI elements.
What about the lightning effect around the ring?
