gamepad input sensitivity

Hi, I've got hama bluetooth gamepad with 2 input joysticks. I have a problem with joystick sensitivity settings. When I move stick to the left getaxis value reaches 1.0 very soon. in like 1/3 of movement it can physically do. If I change the sensitivity value in input settings I get value maximum 0.5 instead of 1.0 but still at 1/3 of movement and if I push stil further I do not get any more change in value. What should I do to get nice input from 0 to 1 all way long? Thanks
