How do I control scroll speed with NGUI's UIScrollbar?

I've figured out how to control the speed of scrolling on UIScrollView with "Scroll wheel factor", but when I click and drag the scrollbar (UIScrollbar) it seems to move faster than the mouse does. Is there a setting I'm missing somewhere? Thanks!
