Issue with build display settings

I am using Pro4.6. For some reason, only specific projects have the issue in the playsettings for pc standalone.

the issues are: 1. Default is Full Screen button can not be checked. 2. Display resolution dialog is always set as Hidden By Default, can not be Enabled.

Like I said, only the few projects I am working on have these issues, if I create a brand new projects, those buttons are fine.
