Package Manager "Resolving Packages" appears continuously every 5 seconds after installing Input System
Since the new Unity 2019.4.21f1 Update, every time I install the Input System via the Package Manager, the normal installing process starts: installing, asking for restart - I press "Yes", Unity project restarts, installs a few more things, then it is finished installing. But then somehow, the Package Manager dialogue box "Resolving Packages..." appears for a few seconds, disappears for 5 seconds, and then appears again. This process loops continuously. I can't press the dialogue box away or press anything while it shows up. I already tried restarting, giving full permissions to the packages cache folder and deleting the package folder in the projects folder and then installing it again. This happens ONLY when installing the INPUT SYSTEM and ONLY since the new Update. Also, no errors or warnings appear in this whole period.
It's happening to me too every time I open Quality in Project Settings.

I found it: Go into the Project Settings, then "Toolchain Management" and disable "Install toolchain package automatically. It's because it tries to download a package needed for exporting to Linux but there's somehow a error with it. @kaidenchrisbird
