Stacking Rigidbody causes weird phsyics. Why?

Why is this happening?

No matter what I do it does the same thing, sometimes it's stable for a few minutes but then it starts to slide again.
Issues with Unity and stacking blocks has come up a few times in the last year. If I remember correctly, there was no 'magic bullet' solution, but the following three actions seem to improve the situation for some of the posts:
Putting blocks to sleep as they are placed. See Rigidbody.Sleep().
Setting blocks to kinematic when placed. See Rigidbody.is$$anonymous$$inematic
Reducing or eli$$anonymous$$ating the '$$anonymous$$ penalty for penetration.' See Edit > Project Settings > Physics
