Do ads that grant coupons/sales fall under the terms of 100k per year?

Hello dear Unity-developers, I want to create a free app, that has ads of local, non-admob etc stores. The deal with the stores is, that we make ads for them in our app so that they give the user a discount for their store. We dont get paid or pay the stores for these ads/discounts so my question is if these ads count into the max of 100k per year from unity 3d personal.
