Can I add axes to the Input Manager via script?
Pretty much that. I know I can do it manually. I want to be able to create new entries if possible. Get them too would be nice.

If people can write their own input managers, seems therein would be the answer to my problem.
How do I write my own Input $$anonymous$$anager is way beyond the scope of this space; you could start such an open design/concept question on the Forums.
