PNG to RAW without photoshop?
So yeah… I can't afford photoshop and I have Paint.NET and Gimp. Here is the heightmap I'm trying to use http://bit.ly/1devvAg
I have been looking for something for Paint .Net for awhile. I finally gave up and started on writing a Paint .Net FileType plugin tonight. I think I have a long way to go, but using your map I came up with this:

This probably needs a lot of work to be viable. $$anonymous$$aybe we can take this offline of Unity answers and work on something that could eventually become the answer. I could test more heightmaps for people or share the dll file. I don't want to publish it yet since it's pretty beta and would crash in a lot of situations.

I just googled "png to raw" and I found this site http://ziin.pl/en/utilities/convert/xbm2raw. No promises if it works, but I assume it does.

I believe the current version of GIMP only supports 8-bit raw, and Paint.NET doesn't at all. I create heightmaps using GDAL - free and powerful command line utilities for working with all sorts of raster and vector data. The syntax can be a bit hard to learn, but I wrote up an example of converting a TIFF file here (PNG input will work just as well) - http://alastaira.wordpress.com/2013/11/12/importing-dem-terrain-heightmaps-for-unity-using-gdal/
