how to create perfect UI scrollviews for mobile

What GUI tool and/or method can I use to create with unity scrollviews that feel just like iOS native scrollviews, that perform perfectly, allow for springy overscroll, bump-off the boundaries and so on? I know I can create native menus using UIKit on iOS, but I want to create the UI in Unity so that I can publish for both iOS and Android.

There are many different GUI solutions available for Unity - is there anyone that provides clean mobile scrollviews that just feel right?
