Update camera position and viewport with border image with mouse input

I have a zoomed camera that is supposed to live within the camera image border. I want to be able to move both with mouse input but I cannot figure out how to get them to move in sync with each other.

When you move the $$anonymous$$ain Camera the child camera should follow. Which camera are you applying the motion on?
