3rd party platform compability

Hi there, I would like to run a Windows based simple 3D game on a 3rd party platform (for Windows and built on .net). For you to better get the picture; the software platform displays content (GUI menus, movies, web) on multiple touch screens. I would like to use this 3rd platform to display/run the game on the screens.

Q: Is it possible to run a Windows app on 3rd party platforms and how can that be done?
