ADVICE PLEASE! occlusion culling, M2H occlusion or combine mesh??

Hello all, So I'm currently working on a demo and would like to make it run at a PLAYABLE framerate (now im hitting as low as 4FPS and 20,000 drawcalls...not good). If tried combining the meshes but then that makes culling almost pointless. Problem is with the environment, an apartment building, when you look from the third floor you can see down to the ground floor. Point is, I'm not sure how to go exactly about bumping up the framerate. Please take a peek at this to get an idea: http://www.youtube.com/watch?v=IQla9l6EZxM&feature=g-upl

Objects that are imported with animation checked but do NOT have any actual animation add to the framerate?? Any advice with framerates would be appreciated!! Thanks in advance!!

Really great demo... I'm thinking level of detail - making things static (Have you done that?)

I was just thinking you probably have a lot of incidental Animations in that scene. Do you have the culling set on your animations? (simply CullingType in the inspector)
