WaitForTargetFPS - vSync and target fps off

Howdy,

I'm hoping someone can help me figure this out. vsync is off, and I'm not setting a target fps anywhere but vSync is taking up 14% of my profiler.

I'm profiling a Windows build remotely from another computer, if that matters.

Anyone know why I might be seeing this?
